Constitution of the Federal Republic of Riesburg

We, the citizens of Reisenberg, have made this constitution for the Federal Republic of Reisenberg, in order to find out what is good in the world, in order to defend liberty, public interest, human rights and the rule of law, so that future generations may enjoy freedom and develop fully.

The Federal Republic of Riesburg was created by the will of its Creator, and anyone who does not recognize its existence is a traitor to its Creator.

Republic

Article 1 The Federal Republic of Riesbourg, consisting of the free will of the citizens of Ifrutherd, Kustende, Mittelland, Adrias and Cassiel, is united and indivisible.

Citizen distinction

Article 2 The citizens of the Federal Republic of Rishonburg are divided into district primary assemblies for the purpose of exercising their sovereignty.

The office of the legislative Assembly

Article 53 The Legislative Assembly introduces laws and promulgates decrees.

Article 54 Under the general name of a law, the following resolutions of the Legislative Assembly are included:

On civil and criminal legislation;

General administration of the general revenues and expenditures of the Republic;

On state-owned industries;

On declaration of war;

Article 55 Under the special title of an Act, the following resolutions of the Legislative Assembly are included:

Regarding the annual establishment of the army and navy;

On the permit or prohibition of the passage of foreign troops on the territory of the Federal Republic of Riemburg;

Concerning the entry of foreign fleets into the ports of the Republic;

Measures on security and public tranquility;

Permanent and temporary distribution of relief goods and public works;

Rules governing the manufacture of currencies;

With respect to unforeseen and extraordinary expenditures;

Special local measures concerning a certain administrative authority, a certain city, a certain township, a certain kind of public works;

(ii) Protection of territory;

On ratification of treaties;

On the appointment and removal of the commander-in-chief of the armed forces;

Regarding the accountability of members and officials of the Executive Council;

Concerning the prosecution of persons accused of conspiring against public security in the Republic;

Concerning the change of the division of the territory of the Federal Republic of Riesburg;

A compliment about citizenship.

Enactment of law

Article 56 A draft law shall be preceded by a report.

Article 57 Discussion and provisional adoption of laws shall not begin until two weeks after the report.

Article 58 The draft law shall be published in all cities and townships of the Republic under the following title: Proposed Law.

Article 59 Forty days after the promulgation of the proposed law, the draft shall be accepted and become law if there is no objection by the primary assembly of one-tenth of the lawful members of more than half of the counties.

Article 60 If there is an objection, the Legislative Assembly shall convene in its primary session.

Executive meeting

Article 62 An Executive council shall be established consisting of 24 members.

Article 72 The Executive Council shall be responsible for any failure to enforce laws and decrees and any abuse of power that has not been disclosed by the council.

Article 73 The Executive Council may remove or replace the officials appointed by it.

Article 74 If necessary, the executive Council must denounce its appointed officials to the judicial organs.

Relations between the Executive Council and the Legislative Assembly

Article 75 The Executive Assembly shall be located near the Legislative Assembly. In its place of meeting, it has a separate entrance and a separate place.

Article 85 The code of civil law and criminal law shall be uniform throughout the Republic.

Article 88 Security judges shall be elected by the citizens of the areas prescribed by law.

Article 94 Their comments on judgments are open to the public.

Article 95 Security judges and public arbitrators shall be elected annually.

Criminal judgment

Article 96 In criminal cases, no citizen shall be tried except on the basis of a complaint made by a juror or by an order of public prosecution made by the Legislative Assembly.

The accused shall have a defender or public defender of his own choosing.

The preliminary hearing is public.

Fact and intent shall be declared by a jury.

The penalty shall be applied by the criminal court.

Article 97 Criminal judges shall be elected annually by the electoral conference.

Citizens' constitutional convention

Article 115 If, in more than half of the counties, a lawful primary meeting of one tenth of them calls for the Constitution to be amended or certain articles of the Constitution to be changed, the Legislative Assembly must convene all the primary meetings of the Republic in order to decide whether or not to call a constitutional convention of the citizens.

Article 116 The Constituent Assembly of the citizens shall have the same composition as the Legislative Assembly and shall have the same powers as the legislative Assembly.

Article 117 The Citizens' Constitutional Convention shall be engaged only in those matters relating to the Constitution which gave rise to the Convention.

Foreign relations of the Federal Republic of Reissburg
